The strongest, toughest and smartest (the last one being an easy feat) Raiders become Bosses of their gangs. Their trademark spikey breastplates aren't actually that good at stopping bullets, while considerably slowing the wearers down, but Bosses shouldn't be underestimated, as they have access to the best weapons a gang possesses. This gives them knowledge about guns, and I think they'd be willing to share if asked nicely.
