We are grasping at straws here, but we've finally managed to form a coherent hypothesis. Without a doubt, Lokk'Naar (and Narlock) physiology shows reptillian features, which makes their origin myths more plausible. Their supposed creators, the Dragons, masters of all things material, could be the source of Ninja designs, means and solutions. Thus, we conclude that the Dragonbreath Valley and Jillsville have to be a former Dragon facility; Narlocks indeed never left their eden.
