Unsurprisingly, Skyforge needs lots and lots of manual workers to make equipment for Sky Ninjas. Ninjas themselves can't do it, because they're trained solely in combat and shadow arts. So, this task falls upon these mutant wretches. Unlike our Runts, they take no pride in their work. Instead, they're all shambling around, drugged up to the gills to 'ease the suffering' their occupation causes. They also wear tracking devices, if they wander off somewhere due to stupor... or for any other reason.
