The Academy, The Guild and the Church need to maintain close ties to the govts - or more like, keep the govts under their thumb. Diplomatic missions are crucial to this, and they are conducted periodically. They represent little threat to us, but they are an opportunity to capture someone important. Shooting down the escorts makes it very likely for the mission to be canceled, so maybe we should wait for the Courier?
