While a general resistance is best dealt with an overwhelming force, sometimes a more surgical approach is needed. Pacification features scouting and fly-bys by Fighters and Escorts, and when the areas of unrest are pinpointed, Gunships, Terror Ships and Envoys deliver elite troops to deal with the offenders on the ground, with extreme prejudice. Success of such missions will decrease our notoriety, but we can try beating them up until they relent.
